Eligibility Guidelines for Intellectual and Developmental Disabilities (I/DD) services in Oregon
In Oregon, adults may qualify for intellectual and developmental disabilities (I/DD) services if they have a qualifying intellectual disability or developmental disability and meet the state’s eligibility standards. Eligibility is determined through the local Community Developmental Disabilities Program (CDDP), which helps adults complete the application process and gather the needed paperwork.
Qualifying Developmental Disabilities
The Oregon Department of Human Services says a developmental disability is a severe mental or physical impairment, or a combination of both, that begins before age 22, directly affects the brain, continues or is expected to continue indefinitely, and causes significant impairment in daily living skills such as communication, grooming, dressing, safety, and social skills. Oregon also includes conditions such as autism, cerebral palsy, epilepsy, and other neurological disabling conditions.
What qualifies as an intellectual disability?
ODHS says an intellectual disability means significantly sub-average intellectual functioning, generally an IQ of 70 or under as measured by a qualified professional, together with significant impairment in daily living skills that appears before age 18. The page also says a person with an IQ of 71 to 75 may still be considered to have an intellectual disability if there is also significant impairment in adaptive behavior and the diagnosis is made by a licensed clinical psychologist or school psychologist.
